Blue Cross Blue Shield Surplus Determination

 
In 2005, the Insurance Department completed its analysis of the reserve and surplus applications for the Pennsylvania Blue Cross Blue Shield health-insurance plans -- namely Capital Blue Cross; Highmark Inc.; Hospital Service Association of Northeastern Pennsylvania d/b/a Blue Cross of Northeastern Pennsylvania; and Independence Blue Cross. As a result, the department developed a new model in its analysis. The levels used in the model are lower and more stringent than any threshold for excess surplus in the country based on risk-based capital.
