File a Complaint
The primary role of the Pennsylvania Insurance Department (PID) is to protect Pennsylvanians by ensuring that insurers and producers that operate in Pennsylvania act in accordance with the insurance laws of the Commonwealth. We are here to assist you with your insurance questions or complaint about your insurance company, insurance producer (agent/broker), or public adjuster.
Whether you have a general question or want to file a complaint, you can get help by using our Pennsylvania Consumer Services Online Portal (CSO).
How to use the CSO Portal:
When you use the CSO portal for the first time, you will be asked to create a personalized account. If you already have an account, simply log into your existing account to create a new complaint. After you have submitted your complaint, you will receive an email notification indicating your complaint was submitted successfully. This email may take several minutes to arrive.
The email will include your Complaint ID number. Please keep this number for future reference as you will need it when communicating with the Department. You can update/add information, upload new documents, or check the status of your complaint at any time by visiting the Consumer Online Portal.
If you are unable to upload documents in the CSO Portal, you can:
- Fax your documents to 717-787-8585 and reference your Complaint ID number on the fax cover sheet.
- Mail your documents to:

Once you receive your Case Assignment Letter, your Investigator's email address will be available if you are unable to upload your documents.
