Offices and Organizational Charts

Our department is comprised of many program areas, each with a specific funtion. Below you will find a brief discription of each office with the Pennsylvania Insurance Department: 

The Office of Chief Counsel provides legal advice to the commissioner and department staff, as well as initiate actions to enforce Pennsylvania insurance laws.

The Office of Legislative Affairs serves as liaison between the legislature and the department and monitors and analyzes legislation affecting insurance consumers and the industry.

The Office of Press and Communications coordinates the department's public information program through preparation of news releases, newsletters, testimony and printed materials.

The Administrative Hearings Office receives filings, conducts hearings and prepares adjudications in matters concerning insurance laws and regulations.

The Office of Corporate and Financial Regulation is charged with overseeing that all insurance entities doing business in the commonwealth are properly licensed and maintain financial strength and stability. 

The Office of Insurance Product Regulation and Administration is responsible for reviewing and regulating insurance rates charged and policy forms sold in Pennsylvania for accident and health, life, and property and casualty insurance. The office is also responsible for budget preparation; human resources and area EEOC administration; fiscal management; procurement and contract management; and office services support. The director oversees the department's general fund, special funds and federal fund budgets.

The Office of Liquidations, Rehabilitations and Special Funds plans, coordinates and directs a program to rehabilitate or liquidate financially troubled insurance companies, as well as maintains a list of estates discharged from rehabilitation or liquidation. The Insurers Liquidations and Rehabilitations Act requires the Commonwealth Court to appoint the Insurance Commissioner as Statutory Liquidator/Rehabilitator (Receiver) for Pennsylvania insurance companies ordered into liquidation or rehabilitation. The purpose of this statutory scheme is to assure that to the extent possible the limited assets of the insurer are distributed fairly and equitably. The office also administers the claims and manages the revenue collection and investment activities for the Catastrophic Loss Benefit Continuation Fund, Workers' Compensation Security Fund, Underground Storage Tank Indemnification Fund, and the Bureau of Mcare.

The Office of Market Regulation is responsible for researching and resolving consumer complaints; for testing and licensing over 133,000 insurance agents, brokers, public adjusters, solicitors, surplus lines agents, motor vehicle physical damage appraisers and professional bondsman in the commonwealth and investigates alleged violations and enforces statutes and regulations pertaining to insurance agents, brokers, companies and other related persons.
